A right turn during the evening rush

The crash happened around 6:39 p.m. on Dec. 22, 2025, at Eighth Avenue and West 25th Street in Chelsea. City records say the pedestrian was at the intersection and crossing with the signal when the driver of a 2008 Hummer H2 was making a right turn.

The Daily News and ABC7 reported that police described the driver as a 19-year-old man and said he stayed at the scene. Medics took the woman to Bellevue Hospital, where she died.

Police later named the woman and the driver

Sing Tao reported that the woman who died was Wai Fun Tso, 66, of Grand Street in Chinatown, and identified the driver as Hadi Qadir, a 19-year-old New Jersey resident. The outlet, citing police, said Qadir was not injured and cooperated with investigators at the scene.

Failure to yield is central in the record and later case

City crash records list failure to yield right-of-way as the contributing factor for the Hummer driver. Sing Tao reported that after a four-month NYPD Collision Investigation Squad inquiry, police arrested Qadir on April 22 and accused him of failing to yield to a pedestrian, while final prosecution decisions remained pending.
